My provocation for those who think all those who cycle should wear a helmet at all times is to ask whether we should mandate helmets for car drivers. After all, no racing driver would be allowed to drive without one, would they? So why not all drivers?
The Netherlands has invested in seperate bicycle paths for cyclists, which is the best measure really.
